We begin with questions from Tory Member of Parliament the panel's head, who leads the panel.

She opens by giving background to the leaked memorandum written by Michael Prescott and printed in the Telegraph.

"I do not desire the British Broadcasting Corporation leaning toward one side or the other, I simply desire it balanced, fair and fair," he declares.

When asked whether he considers the BBC is systematically partial, Prescott responds: "Absolutely not. To be clear, numerous aspects the BBC produces is world class - including factual and entertainment shows."

However, he continues: "There exists substantial tasks that requires attention at the British Broadcasting Corporation."

A further former external British Broadcasting Corporation adviser examined by the panel, Caroline Daniel, remarks she takes the British Broadcasting Corporation very seriously and that it maintains a "continuous process and active debate" across dynamic and complex issues.

"Did the BBC ready to conduct a thorough conversation and argument and implement changes?" she asks herself. "As I see it, indeed, they were."
