AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a analysis released ahead of the 29 October election.
In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the report pointed out.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.
All major parties have ruled out an alliance with the PVV, implying the party that comes second is highly probable to provide the next prime minister.
Inadvertent Prejudice Attributed to AI Operation
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
